Mr. Isaac Hubert Arthur is the Executive Director of the Africa Centre for International Trade and Development (ACINTaD), a trade policy think tank based in Accra, Ghana, dedicated to fostering sustainable trade development across Africa.
He brings extensive expertise as an international trade and investment promotion expert and development practitioner. From June 2020 to January 2022, Isaac served as Senior Manager for the Intra-African Trade Initiative at the African Export-Import Bank (Afreximbank), where he spearheaded the Intra-Africa Trade Fair (IATF) and Trade & Investment Promotion, successfully overseeing the implementation of IATF2021. Before establishing ACINTaD in 2017, Isaac held the position of Head of the Knowledge Management Unit at the West Africa Civil Society Institute (WACSI).
Earlier in his career, Isaac worked briefly as a Political and Economic Research Officer at the Australian High Commission. He also gained valuable experience working as a Junior Associate at the International Centre for Trade and Sustainable Development (ICTSD) in Geneva, Switzerland, focusing on the Development and LDCs Programme.
Additionally, he contributed as a Research Assistant on a West Africa Climate Change Adaptation Research Project at the French National Scientific Research Centre (CNRS-PACTE France) based in Grenoble.
Isaac’s diverse professional background includes roles at Finatrade Holding SA (West Africa Regional Office) as Administration & Procurement Officer, the High Commission of Canada as Trade Commissioner Assistant, and various positions at the Ghana-UK Chamber of Commerce and Industry, British High Commission, and UNHCR (West and Central Africa).
Educationally, Isaac holds an Advanced Master’s degree in International Law and Economics from the World Trade Institute, University of Berne, Switzerland, and a Research Master’s degree in International Development Studies from Université Grenoble Alpes (formerly Joseph Fourier University), France.
He earned his Bachelor’s degree in Operations & Project Management from the Ghana Institute of Management and Public Administration (GIMPA), complemented by a Certificate in Monitoring & Evaluation. Isaac is also a certified facilitator and trainer from the Coady International Institute, St. Francis Xavier University, Canada.
