Global strategist and author Kamil Olufowobi has formally presented his new book, Government Quotient: A New Intelligence for Leadership, Service and Public Impact, to the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, mni, at a gathering of Federal Permanent Secretaries from across the Federation.
The presentation was made in recognition of Mrs. Walson-Jack’s contribution of the foreword to the book and marked an important milestone ahead of its global launch in New York.
In her foreword, Mrs. Walson-Jack reflects on the importance of understanding government while remaining anchored in the responsibility that comes with public service:

At the heart of Government Quotient is a simple proposition: government is society’s operating system—and everyone needs the intelligence to understand it, navigate its systems and engage it better.
Olufowobi describes this capability as Government Quotient, or GQ: the intelligence to understand government, navigate its systems and engage it better.
The book argues that government intelligence is not only relevant to those who hold public office. Government shapes the environment in which citizens live, businesses operate, institutions function and societies develop. GQ therefore speaks to public servants and political leaders, but also to business executives, professionals, diplomats, civil society, academia, young people and citizens seeking to engage government more effectively.

From a Book to a Global Framework
Government Quotient introduces the intellectual foundation of the GQ framework and explores how individuals and institutions can strengthen their ability to understand public systems, navigate complexity, engage government effectively and translate that understanding into better leadership, service and public impact.
The book takes readers through a journey to SEE, UNDERSTAND, NAVIGATE, ENGAGE and ultimately create IMPACT, moving GQ from an idea about how government works to a practical framework for engaging the institutions that shape society.
Nigeria holds particular significance in the development of the GQ framework. The special Nigeria Presentation Edition features Mrs. Walson-Jack’s foreword and places the global GQ proposition in conversation with Nigeria’s continuing efforts to strengthen public institutions, leadership capability and national development.
The global launch of Government Quotient will take place on September 23, 2026, in Times Square, New York City, on the sidelines of the 81st United Nations General Assembly, under the theme:
Building a Government-Intelligent World.
The launch will bring together leaders from government, business, diplomacy, academia, civil society and the global community as GQ begins its journey from a book into a broader global discipline, learning framework and community of practice.
GQ Nigeria Edition
As part of the next phase of the framework’s development, Phillips Consulting (pcl) has secured the rights to the GQ Nigeria Edition, bringing the global framework into Nigeria’s institutional and leadership context.
Phillips Consulting is licensed to facilitate the GQ Certification Workshop – Nigeria Edition, translating the intellectual foundation of the book into practical learning, assessment and certification for leaders and professionals.
