
Emolot Allan David is the Chairperson of the Independent Continental Youth Advisory Council on AfCFTA, a youth led body unveiled by H.E. Wamkele Mene – Secretary General of the #AfCFTASecretariat.
The vision is to institutionalize meaningful youth participation in all AfCFTA implementation related-processes in the African Continent. It was formed under guidance & stewardship of Youlead Africa, the MS TCDC and the GIZ-African Union office & launched on 9th November 2021 by H.E Jakaya Kikwete Tanzania.
He is also the National Coordinator, African Youth Charter Hustlers Uganda. This is a flagship initiative spearheaded by the African Union Office of the Youth Envoy with the technical support of the African Union Youth Division and collaboration of the United Nations Institute for Training and Research.
He ensures the young leaders, with a proven strong track record in advocacy, are carefully selected through a rigorous process to promote youth led action and accountability around the Youth Charter in Uganda.
Below is the Mandate of the initiative:-
*Advocate for Action*
1. Actively Advocate for the implementation of the African Plan of Action on Youth Empowerment (APAYE) by Uganda.
2. Actively support the reaffirmation and strengthening of National Youth Council and support the establishment of progressive national youth policies and youth funds in Uganda. Support for the establishment of NYC in member states that don’t have one.
3. Actively support for the ratification of the African Youth Charter in Countries that haven’t yet been ratified.
*Promote Africa’s Model*
1. Document the best practices implemented by the Ugandan Government and encourage sharing, replication and scaling up of these practices on youth inclusion and leadership informed by, and building on, the *Status of African Youth Report* ;
2. Promote policy formulation to increase youth involvement and participation in decision-making processes at all levels – Political, Social and economic spheres;
3. Promote Pan-Africanism, Agenda 2060, African Solidarity and Intergenerational Co-leadership.
*Hustle for Accountability*
1. Advocate for the development of a country monitoring framework on the implementation of the AYC and the APAYE.
2. Support the effective monitoring of the implementation of the AYC and the APAYE.
3. Support the collection of data, as well as other accountability matrices for the Status of the African Youth Report and the African Peer Review Mechanism.
